The second phase of MHRSD's legal consultancy decision raised the required Saudi share from 50% to 70% on 20 December 2022. The decision covers companies as well as law firms, so in-house teams in banks, contractors and developers compete for the same Saudi talent as private practice. Foreign law firms licensed by the Ministry of Justice since 2023 add to demand for Saudi lawyers, because they operate through a Saudi joint venture or a branch with limits on Saudi-law work.

Counting is strict. A Saudi counts toward an employer's rate at SAR 5,500 or more for bachelor's holders, and with the professional accreditation the guide requires for lawyer and consultancy roles. The rule increases demand for qualified Saudis; it does not guarantee any individual a job. MHRSD's decision names four occupations. The Code of Law Practice adds the lawyer and trainee lawyer roles, which the guide's worked example counts toward the Saudi share.

Roles such as compliance officer, arbitration specialist and data-protection officer are not named in the decision. They are adjacent careers that many legal graduates enter.

  • Legal research and drafting: clear memos, pleadings and contracts, in Arabic and English.
  • Knowledge of Saudi regulatory systems: commercial, labor, companies and procurement law, and the regulators.
  • Contract negotiation: risk allocation, liability, termination and dispute clauses.
  • Commercial judgment: advice a business can act on.
  • Case and document management: organized files and deadlines.
  • Ethics and confidentiality: professional conduct standards that the licence depends on.

How do you become a licensed lawyer in Saudi Arabia?

The Code of Law Practice sets the conditions, and the Ministry of Justice runs registration and the trainee program.

Each body sets its own eligibility and exam rules. Confirm current requirements with the issuer.

  1. Choose your route. Private practice, in-house counsel and consultancy have different entry points.
  2. Secure a training place. A trainee needs a licensed lawyer with five years of practice to sign the trainee contract, so approach firms early, during your final year.
  3. Work as a legal affairs clerk or contracts assistant if you want paid experience before or alongside training.
  4. Use Tamheer. HRDF's on-the-job training for graduates lasts three to six months with SAR 3,000 monthly support, according to HRDF's published guide. Check current terms in our support programs guide.
  5. Add a specialty: arbitration, compliance, banking or construction contracts.
  6. Join the professional body. Licensed Saudi lawyers are principal members of the Saudi Bar Association, created by Council of Ministers decision in 2015.

01Do I need to be a licensed lawyer to work in a legal role?

Not for every role. Contracts specialists, legal affairs clerks and in-house consultants work without pleading in court. Only lawyers on the Ministry of Justice practicing list may plead for others. MHRSD's guide also ties counting toward the quota to accreditation, so check it for your role.

02How long is the Saudi lawyer training period?

At least two years of relevant experience for bachelor's holders and one year for master's holders, under the Code of Law Practice as amended in 2022. The Ministry of Justice trainee page, last updated in 2021, still shows three years, so confirm current terms on Najiz. The Code of Law Practice lets doctorate holders skip the experience requirement. The supervising lawyer needs a valid licence and five years of practice.

03Is there a bar exam for Saudi lawyers?

The Ministry of Justice prerequisites and trainee pages we reviewed describe degree, experience and conduct conditions and do not mention a licensing exam. The Najiz licence service does ask applicants who trained at a law firm for proof of minimum theoretical training, such as the Saudi Professional Accreditation for Lawyers or the Judicial Training Center's Lawyers Development Program. Procedures change, so confirm current steps with the ministry before planning.

04What can I do with a law degree besides litigation?

Roles in MHRSD's decision include legal consultant, contracts specialist and legal affairs clerk. Compliance, arbitration and data-protection work are adjacent paths, though they are not named in the decision. Employers often ask for credentials such as CIArb or CAMS.

05Do foreign law firms hire Saudi lawyers?

Licensed foreign firms must operate through a joint venture with at least one registered Saudi lawyer or through a branch, and pleading for others in court is reserved for the Saudi lawyer. The International Bar Association reports that at least 50% of a licensed foreign firm's lawyers in the Kingdom must be Saudi nationals.
