How StrongYes Verifies Saudization Rules and Data: StrongYes Saudization Hub
Quick answer

Every published Saudization rate, threshold, salary floor and date is checked against an official MHRSD decision or procedural guide where one is available, with the Arabic text as the reference. Where an official source is unavailable or does not settle a point, we use authoritative secondary sources, such as leading law firms, and label the fact accordingly. Each fact is logged with its source, the date we verified it and a confidence label. Facts that sources disagree on, or that we cannot verify, are not published as fact.

Our source hierarchy

TierSourcesUsed for
1MHRSD decisions, procedural guides and announcements; Qiwa; the Human Resources Development Fund (Hadaf); the General Authority for Statistics; the Saudi Press AgencyAny rate, threshold, date or statistic
2Partner ministries (Health, Tourism, Commerce, Municipalities and Housing, Sport) and the Saudi Council of EngineersProfession- and sector-specific conditions
3Saudi and Gulf mediaCorroboration and timing
4Law firms and consultanciesInterpretation and confirmation
5HR and recruitment publishers and vendorsQuestions and terminology only, never as the sole source of a number
6Forums and social mediaUnderstanding what people ask, never as a source

Confidence labels

  • H (verified): confirmed on an MHRSD page or procedural guide, or by two strong independent sources that agree.
  • M (verified secondary): confirmed by secondary sources such as major law firms; published with its source named.
  • Conflicting or unverified: not published as fact. We say what is still being verified instead.

Dates we keep apart

Saudization rules carry several dates that are often confused. We record each one separately: the decision date, the announcement date, the date the procedural guide was published, the grace period, the effective date and any later phase dates. The Saudization calendar shows effective dates only.

Arabic is the reference text

MHRSD decisions are issued in Arabic. Where an English summary, a press release or a secondary source differs from the Arabic decision or guide, the Arabic text wins. We show Arabic decision references on each record so readers can check the original.

How updates work

When MHRSD issues a new decision or changes a rate or date, we update the affected record, the rates database, the calendar and every page that uses the fact, then log the change with what it replaced in the changes tracker. Every page shows when it was last fact-checked.

Corrections

If you spot an error, email partner@strongyes.co with the page and the source. We review every report against the official text, correct confirmed errors promptly and record the correction in the changes tracker.

Independence

The Saudization Hub is published by StrongYes, an independent workplace intelligence publication. It is not affiliated with MHRSD, Qiwa or any government body, and no organization pays to influence its content. It explains rules for general information and is not legal advice; read our disclaimer.

Frequently asked questions

01Who sets Saudization rules?

The Ministry of Human Resources and Social Development (MHRSD) issues Saudization decisions and usually publishes a procedural guide alongside them. Some sector rules are issued jointly with other ministries, such as Tourism or Health. Compliance is tracked through the Qiwa platform and enforced through ministry inspections.
