Logistics jobs for Saudis are growing in areas where regulators have set rules. Why is demand for Saudi logistics professionals rising?
MHRSD requires private establishments with three or more workers across 12 procurement and supply-chain professions to fill 70% of them with Saudis. Four of the 12 are warehouse or logistics titles. Customs clearance has a separate decision, in force since 30 December 2021, requiring 70% of staff and 100% of named roles to be Saudi. Transport regulators have also restricted work in ride-hailing and delivery. Compare these with other rules in the Saudization rates database.
Logistics also has national training programs: the Saudi Logistics Academy, launched in 2021, and HRDF's partnership with the sector. The rules increase demand for qualified Saudis; they do not guarantee any individual a job.

Other logistics careers, such as supply chain planner, freight forwarder, dispatcher, fleet supervisor and last-mile operations lead, are not named in the MHRSD decisions we verified. They remain real careers, and coverage depends on the occupation registered for each worker.

Is there a licence for logistics roles?
Individual warehouse and supply chain roles have no state licence in the sources we reviewed. Licensing sits mostly with the business:
- Customs brokerage: the Zakat, Tax and Customs Authority (ZATCA) licenses brokerage firms. Its May 2023 rules require at least one customs-course-certified employee at the establishment.
- Delivery and transport operators: the Transport General Authority (TGA) licenses delivery apps and light transport companies. Non-Saudi couriers may operate only through licensed light transport companies, under rules announced in January 2024.
- Engineers in logistics firms: roles registered under the 46 engineering occupations need Saudi Council of Engineers accreditation to count under the engineering rule.
How do you start a logistics career as a Saudi?
- Target entry roles. Warehouse specialist, warehouse keeper, inventory controller, dispatcher and customs clearance assistant roles are common starting points.
- Apply to graduate programs at retailers, logistics operators, manufacturers and e-commerce firms.
- Train at the Saudi Logistics Academy. It offers short and online courses, international certificates and a junior diploma, in areas including warehouse management, e-commerce and last-mile, and shipment and customs operations.
- Use Tamheer. HRDF's on-the-job training for graduates lasts three to six months with SAR 3,000 monthly support, according to HRDF's published guide. Check current terms in our support programs guide.
- Learn the systems. Hands-on WMS or ERP exposure separates candidates.
Many logistics and procurement titles are hired together, so procurement careers are a natural adjacent move. Commercial staff can also cross over from sales careers.

Which HRDF programs support Saudi job seekers?
HRDF (also called Hadaf) runs programs for individuals. Its guide for individuals lists eight, including on-the-job training, training sponsorship, job matching, job search support, career guidance and e-training. HRDF has also said its transport and logistics partnership helped employ 74,000 Saudis from 2020 to the first half of 2025.

- Which occupation the job is registered under. Coverage follows the registered occupation.
- Whether the employer has three or more workers across the 12 procurement professions, since below that the procurement rule does not apply to them.

Warehouse Manager, Warehouse Specialist, Warehouse Keeper and Logistics Services Manager are among the 12 professions in the 70% procurement rule. Customs clearance roles such as agent and broker are covered by a separate rule. Driver and handling roles were not named in the MHRSD decisions we verified.
02Do I need a licence to work in customs clearance?
The brokerage firm holds the licence from ZATCA, not the individual employee. ZATCA's May 2023 rules require at least one customs-course-certified employee at the establishment. Check ZATCA and your employer for the course requirements for your role.
03Can a Saudi start in logistics without a degree?
Yes, in some roles. Warehouse keeper and technician-level roles often start with training and experience, and the Saudi Logistics Academy offers short courses and a junior diploma. Management roles more often ask for a degree and a certificate such as CSCP or CILT.
04What is the Saudi Logistics Academy?
A training body launched in 2021 under the National Transport and Logistics Strategy. It trains Saudis in supply chain and logistics management, e-commerce and last-mile, warehouse management, shipment and customs operations, and international trade, with short courses and international certificates.
05Is delivery driving a good entry route for Saudis?
Transport General Authority rules announced in January 2024 limit non-Saudi couriers to licensed light transport companies, while Saudis may keep working in the sector. Terms vary by platform and region, so check each platform's licence and requirements.
06What does HRDF offer for transport and logistics?
HRDF says its partnership with the transport and logistics sector helped employ 74,000 Saudis from 2020 to the first half of 2025, and that Employment Support for some occupations was raised to 50% of wage, capped at SAR 3,000. Individuals can use Tamheer, training sponsorship and Doroob.
