Tourism and Hospitality Careers for Saudis: Roles, Skills and Pathways

Tourism and hospitality jobs for Saudis are opening because 41 tourism professions are being localized in three phases in private tourism establishments, with phase 2 beginning on 3 January 2027. Rates differ by role, so check the specific job. Employers look for service, language and operations skills, and the Ministry of Tourism licenses tour guides. The rules raise demand but do not guarantee a job.
Why is demand for Saudi tourism professionals rising?
Tourism jobs for Saudis are opening because MHRSD is localizing 41 tourism professions in private tourism establishments in three phases. Al Tamimi and Clyde & Co both report that phase 2 begins on 3 January 2027. Phase 1 took effect on 22 April 2026, according to MHRSD's procedural guide and the Saudi Press Agency. The detail and schedule are on our tourism Saudization page, and the phase 2 update explains what starts in January.
Rates are not uniform. They differ by role and phase, so check the specific profession rather than looking for one sector-wide number. The rules raise demand for Saudi staff across hotels, guiding, events and travel services; they do not guarantee any individual a job. See the Saudization rates database to compare with other fields.
Clyde & Co's 2025 guide says the decision applies to private businesses operating under Ministry of Tourism licenses. That includes hotels, travel agencies and tour operators, among others.

How do you start a tourism career as a Saudi?
- Choose a segment. Hotels, guiding, events, attractions, travel services and restaurants each have different entry roles.
- Apply to hospitality graduate programs. Hotel groups and attractions run management trainee schemes. Check each employer's careers page for timing.
- Use Tamheer. HRDF's on-the-job training for graduates lasts three to six months, with SAR 3,000 monthly support in HRDF's published guide. Confirm current terms in support programs.
- Take free training. Doroob, run by HRDF, offers free online courses. HRDF's individual guide also lists training sponsorship for approved certificates and career guidance.
- Use the national job platform. Jadarat is the unified national employment portal launched by MHRSD, which integrated data from the earlier Taqat and Jadarah portals.

Frequently asked questions
01Which tourism jobs are being Saudized?
Clyde & Co's 2025 guide lists roles such as hotel receptionist, tour guide, event coordinator, restaurant host, ticket seller, and senior roles including hotel manager and travel agency manager. Rates and phases differ by role, so check the profession in the official list.
02Do I need a license to be a tour guide in Saudi Arabia?
The Ministry of Tourism issues the Tour Guide License. Its published requirements include Saudi nationality, a minimum age of 18, no health condition that limits the service, and completing courses, tests and interviews approved by the Ministry.
03Can I start in hospitality without a degree?
Yes. Front-of-house roles such as reception, guest services and restaurant hosting commonly hire on service skills and language ability. A hospitality diploma or degree helps for supervisory and management roles, and on-the-job training can build the rest.
04Are chef and kitchen jobs covered?
Chef is the single profession in phase 2, at a 30% rate from 3 January 2027, as set out on our tourism Saudization page. Other kitchen roles may sit under different occupations, so check how the job is registered.
05Is tourism only for hotels?
No. Tourism includes hotels, travel agencies, tour operators, events, attractions, restaurants and heritage sites. The Saudization decision applies to private establishments licensed by the Ministry of Tourism, so the opportunity spans all of these.
06Do I need English to work in Saudi tourism?
Most international-facing roles ask for English alongside Arabic, and other languages are an advantage for guiding and guest relations. The Saudization decision does not set language requirements; employers set them.
