Which channels should I use to hire Saudi talent?

What is Jadarat, and is Taqat still current?
Jadarat is the national unified employment platform managed by HRDF, set up under Cabinet Decision No. 241 dated 18/3/1445 AH. HRDF's page for establishments says it helps employers manage career opportunities, and registration requires a Ministry of Human Resources registration and a valid commercial registration. Some HRDF program pages, such as Tamheer, still link to the older Taqat e-services portal.
In practice, post your vacancies on Jadarat. Expect HRDF programs such as Tamheer to link you to a Taqat e-services login. Because portal links change, use the link on the relevant HRDF product page. HRDF's February 2026 program guide also asks for the employee to be registered on Jadarat, while the Employment Support web page asks for registration on the HRDF platform. See support programs.
How does Tamheer work as a hiring channel?
Tamheer places diploma, bachelor's and higher-degree graduates in practical training for 3 to 6 months. HRDF pays the trainee SAR 3,000 a month. Employer conditions on HRDF's page include an HRDF account, trainees limited to 10% of your Saudi workforce with a maximum of 100 per period, a Green Nitaqat band or higher (the February 2026 program guide says Medium Green, so check at application), alignment with targeted activities and no place on HRDF's blacklist.
Treat Tamheer as an extended interview. Set a conversion decision at month three, then hire the best into permanent roles under a documented contract. A trainee is not counted as a Saudi hire until employed.
What about universities and co-op?
HRDF's program guide lists Cooperative Training for students who must train to graduate, and Professional Experience for students. Build relationships with the career centers of universities that teach the disciplines behind your covered roles, such as engineering, accounting, business and marketing. When do recruiters, LinkedIn and Bayt make sense?
Use recruiters when the skill is scarce or senior. Brief them with the registered occupation, the salary floor that applies and the date the role must be filled. Use LinkedIn and Bayt for experienced candidates and for employer brand visibility. HRDF does not run these channels, and this site does not publish success rates for them, so measure your own cost per hire and time to fill by channel.

How should I design the offer and the pipeline for covered roles?
Work backward from the rule. Each covered role has a rate, a floor and a date, so the offer and the pipeline should be built around those three facts.

Keep two or three candidates warm for each critical seat, and track the pipeline monthly: open roles, candidates by stage and offers pending. A pipeline that exists before a rule takes effect is the difference between a planned hire and a rushed one.
How do I onboard a Saudi hire so they count on Qiwa and GOSI?
A hire counts only when the records are right. Use this checklist on or before day one.
- Document the contract on Qiwa. MHRSD made electronic documentation of Saudi employees' contracts on Qiwa a basic requirement for counting from 15 April 2026. See Qiwa contracts and Nitaqat.
- Check the wage. SAR 4,000 or more counts as one for Nitaqat, SAR 3,000 to 3,999 as half. Apply any profession floor.
- Register the correct occupation. Match it to actual duties; see job title mapping.
- Register with GOSI at the same wage. HRDF uses the wage registered with GOSI for wage support.
- Register the employee on Jadarat. HRDF's February 2026 program guide asks for this; the Employment Support web page asks for registration on the HRDF platform.
- Calendar the Hadaf window. Requests open after 90 days of GOSI registration, from day 91 to day 180. See Hadaf wage support.
- Avoid contract churn. Reports of Qiwa's criteria limit contracts per 52 weeks; keep documentation stable.

Yes, if the role and pay fit the rule. Graduate hires count when they hold a documented contract and meet any salary floor. A project, marketing or procurement graduate on a structured program can fill a covered role while training.
06Do I need to pay a Saudi hire more than SAR 4,000?
Not for the basic Nitaqat full count, where SAR 4,000 or more counts as one. Profession rules can set higher floors: SAR 5,500 for marketing and SAR 8,000 plus SCE accreditation for engineering. Market pay for the role usually decides the offer.
07How soon after hiring can I claim Hadaf wage support?
The employee must have been registered with GOSI at your establishment for at least 90 days, and requests are accepted from day 91 to day 180. HRDF states processing takes 30 to 180 days, so do not budget the offset in the first quarter.
