On 18 November 2026, a 15% Saudization requirement takes effect for gyms and sports centers in Saudi Arabia. Who is affected?

Private-sector sports centers and gyms with four or more employees. This includes men's and women's facilities. The announcement names five of the 12 covered roles: sports coach, professional football coach, sports supervisor, personal trainer and professional athletics coach. MHRSD's procedural guide lists the other seven.

We have not confirmed in the guide whether the four-person threshold counts all staff or only those in the 12 covered professions. Gym operators near the threshold should check this before assuming they are in or out.

How many Saudi trainers will a gym need?

Multiply the number of covered employees by 15% and round. If MHRSD's usual half-up rounding applies, the numbers are small. We have not confirmed the rounding rule for this decision, so these are illustrations.

What can gym operators check before 18 November?

This describes what the rule asks and is not legal advice. Operators who want to prepare may find these steps useful.

  1. List trainers and supervisors by registered occupation and compare them with the 12 covered professions. See mapping job titles to Saudi occupation codes.
  2. Work out your headcount against the four-employee threshold.
  3. Calculate the gap between Saudi trainers on staff and the number the rate implies.
  4. Look at support. MHRSD lists recruitment assistance, training, qualification, employment and job-retention support, plus priority access to Hadaf programs. See Saudization support programs.

What happens to gyms that do not comply?

MHRSD says non-compliant establishments face regulatory penalties set out in the procedural guide. KPMG reports that legal penalties will apply but does not state amounts.

What does it mean for Saudi coaches?

The rule creates demand for Saudi sports coaches, personal trainers and supervisors in private gyms. Candidates with recognized coaching qualifications and relevant experience are the likeliest fit. It does not guarantee any individual a role.

What comes next?

After 18 November, the next date on the Saudization calendar is 3 January 2027, when tourism phase 2 starts. Recent changes are listed on our updates page.

02Which trainers does the 15% rule cover?

Twelve sports trainer and supervisor professions. The announcement names sports coach, professional football coach, sports supervisor, personal trainer and professional athletics coach. The other seven are in MHRSD's procedural guide.

03Is a gym with three employees covered by the 15% rule?

As reported, the rule applies to private sports centers and gyms with four or more employees. A gym with three would fall outside it. Confirm how the four-person count is measured in the procedural guide.

04What penalties apply to gyms that miss the 15% rate?

MHRSD says non-compliant establishments face regulatory penalties set out in its procedural guide. KPMG reports that legal penalties will apply but does not give amounts, and StrongYes has not found a published figure.

05Does the gym rule have a salary threshold?

None is stated in the announcement or in the law-firm summaries StrongYes reviewed. Check the procedural guide for any pay condition on counting Saudi trainers, since several other MHRSD decisions include a minimum wage.
