HR Saudization in Saudi Arabia means that the most traditional personnel jobs, such as personnel manager, labor affairs manager and HR clerk, are reserved for Saudi nationals. Two layers of rules sit behind this. An older restriction reported in 2015 closed about 19 jobs to foreign workers, and the 2026 administrative support decision now sets 100% for 69 professions that include several HR titles. Which HR and recruitment roles are reserved for Saudis?

Reports name HR, personnel, labor affairs and recruitment titles inside the 100% administrative support decision. MHRSD's own announcement names job families, not individual HR titles, so the title-level detail comes from law firm and press coverage.

What did the 2015 restriction on HR jobs say?

In 2015, BAL reported that Saudi Arabia would no longer issue or renew work permits for foreign nationals in 19 jobs. BAL names eight of them: chief human resources administrator, personnel department head, labor affairs director, employment clerk, timekeeper, receptionist, cashier and typist. BAL does not list the remaining 11 positions.

A later Gulf Business report (26 September 2017) said the Ministry of Labour and Social Development had reportedly suspended work permit renewals for expatriates in jobs on a list of 19 professions. The HR-related entries it names are senior human resource managers, heads of personnel sections, heads of labour and worker affairs, heads of personnel affairs, and specialists and clerks in personnel affairs and employment.

What we could not verify: the original ministerial text, the full list of 19, or any amendment since. Our list of 100% Saudization professions treats these roles as in force and says to check their status on Qiwa.

How does the 100% administrative support decision touch HR?

The April 2026 decision localized 69 administrative support professions at 100%, and several of them are HR clerical and specialist jobs. Fragomen dates the start for the second group as 5 October 2026, which is the day after the grace period closed. Reports also differ on which titles sit in the first or second group. What is officially published and what is not?

MHRSD and the Saudi Press Agency confirm the 100% rate, the 69-profession count, the one-worker threshold and the dates. They do not, in the pages we could access, name HR or recruitment titles. Everything below the headline comes from secondary sources.

  • 69 administrative support professions are localized at 100%, under the Saudi classification of occupations.
  • Applies to private establishments with one or more workers in the covered professions.
  • Applied from 5 April 2026, with a six-month grace period for part of the list.
  • Support is available through recruitment, training and Hadaf programs.

Our analysis

  • HR clerk, personnel manager, labor affairs manager and recruitment specialist are reported as covered. Treat them as in scope until you have checked the guide.
  • MHRSD has not published a standalone HR rule, so there is no official statement on HR business partner, learning and development, payroll or HR systems roles.
  • Those roles are not named as restricted in the sources we reviewed. That is not a confirmation that they are open.
  • Qiwa shows the registered occupation. That is the practical test, so a mismatch between title and code is the main risk.

Which HR roles are not named as restricted?

No source we reviewed names the following as restricted, and no official list says they are open. Check each against the procedural guide and your Qiwa occupation codes.

  • HR business partner and HR generalist titles registered under other codes
  • Learning and development, and organization development specialists
  • Payroll and HR systems roles
  • Employee relations and HR analytics roles
  • Executive search and recruitment agency staff, where the registered occupation is not a covered one

What does a worked example look like?

A Riyadh manufacturer has six people in its HR and payroll team. The table shows how the 100% rule reads against registered occupations. The titles and codes here are illustrative, not drawn from the guide.

Three covered roles means three Saudis, with no rounding and no non-Saudi share. Roles D to F depend on their codes, and payroll accounting may fall under the separate accounting localization rule instead.

How does this relate to Nitaqat?

HR Saudization is a profession rule and Nitaqat is an entity rule. You have to pass both.

  • Nitaqat rates the whole entity into a band from its overall Saudi share, size and activity.
  • The 100% rule looks only at workers in covered professions. Every one must be Saudi.

A high band does not excuse a non-Saudi in a covered HR role. In the other direction, hiring Saudis into HR roles also lifts your Nitaqat count, subject to the salary thresholds: pay below SAR 4,000 counts as half a Saudi, and pay below SAR 3,000 does not count. No salary floor appears in MHRSD's announcement or in the law firm coverage we reviewed.

What should an HR team check now?

  1. Export your Qiwa occupation codes for everyone in HR, payroll and recruitment.
  2. Compare them with the procedural guide for the administrative support decision, and flag any code that matches.
  3. Check actual duties. Do not change a registered profession to avoid the rule. Qiwa profession changes are restricted for 100% professions, according to Al Tamimi.
  4. Plan replacements. Decide which roles move to Saudi hires, promotions or development, and by when.
  5. Use the support available. MHRSD points to recruitment assistance, training and employment support through Hadaf. See Saudization support programs.

What does this mean for Saudi HR professionals?

The rule creates steady demand for Saudi HR clerks, personnel and labor affairs specialists, recruiters and compensation managers, particularly people who can take over roles now held by non-Saudis. It does not guarantee any individual a job. Employers still hire for skills, so recognized HR credentials and Qiwa, payroll and labor law fluency help. No salary floor appears in MHRSD's announcement of the administrative support decision or in the law firm coverage we reviewed. Pay still affects Nitaqat: a Saudi earning below SAR 4,000 counts as half and below SAR 3,000 does not count.

04Does the HR rule apply to a company with one HR clerk?

Yes. The administrative support decision applies to private establishments with one or more workers in the 69 covered professions. An HR clerk registered in a covered profession must be a Saudi national, whatever the size of the company.

05Does Nitaqat band exempt us from HR Saudization?

No. Nitaqat rates the whole entity and the profession rule is a separate test. A Platinum or High Green establishment with a non-Saudi in a 100% HR profession is still out of line with that rule.

06Does the 100% HR rule cover recruitment agencies and executive search firms?

MHRSD has not published a rule that singles out recruitment agencies. Recruitment specialist is reported among the covered administrative support titles, so any employer with a worker in that registered profession is in scope. Agency licensing is a separate matter.
